This course set is appropriate for those working in operational roles undertaking work in confined spaces in the Resources and Infrastructure Industries. It is designed to teach participants how to identify confined space hazards, work safely within confined spaces according to an issued permit and operate various confined space safety equipment. Confined spaces are commonly found in tanks, ducts, flues, chimneys, containers or other similar enclosed or partially enclosed structures. They pose dangers because they are usually not designed to be areas where people work.
This course set will also teach participants the skills and knowledge needed to complete a hazard analysis, specify risk controls to bring risks to ALARP, identify relevant personnel, complete appropriate hazard analysis forms (paper or electronic), monitor and review effectiveness of risk controls. Participants will also learn the significance of the analysis context, how the identified hazards may cause harm and the purpose and use of the risk matrix.
Whether working as an individual alone or as part of a team/workgroup and working in liaison with other team members, a hazard analysis may be required under a safety case by organisation procedures or simply as being good practice. This might be done as an independent activity in order to identify hazards and the appropriate hazard controls, or it might be done as part of a broader process, such as identifying and applying for the permits required for a job.
Additionally, this course set is for those who are required to issue work permits to persons who conduct activities where hazards exist or specific procedures need to be followed and monitored to protect the safety of personnel and the integrity of plant or process.
Whether the permit issuer is working as an individual, or in liaison with other team members and the control room operator, this course set will teach participants the skills and knowledge to ensure an understanding of the permit system and the limitations of each permit, and in making decisions regarding the need for and correct use of each permit.
Finally, this course set is for those individuals who may be required to carry out gas testing of an atmosphere prior to entering a specific area or workspace. Such as working environments which may be hazardous, unpredictable, subject to time pressure, chaotic and expose responders to risk, on land or water, by day or night. Or workplace atmospheres which may include visible and invisible hazards and hazardous surfaces.
It covers the skills and knowledge required to test the working atmosphere using electronic test apparatus, to find out if it is safe for the proposed work, interpret readings and take actions based on the interpretation.
The skills in this course set are applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice. No licensing, legislative or certification requirements apply to this unit at the time of publication.
